This guy has a condition known as androgen insensitivity (look it up if you don't believe me).

In lay terms, all humans develop female sex organs by default. However, males produce testosterone as a fetus and this encourages the default sex organs to develop into male organs. Clit becomes glans penis, labia minora becomes shaft, labia majora becomes scrotum.

Due to an unfortunate genetic mutation this man's sex tissues did not respond to testosterone while in utero. However, his secondary sex characteristics (facial hair, balding, hirsutism, enlargement of "clitoris/ glans penis") did respond to an increase in testosterone during puberty.
