Might be carbontetracloride.....which attacks the molecular structure of fire. Currently outlawed in the U.S. as the fumes are highly toxic.

The liquid vaporizes and extinguishes the flames by inhibiting the chemical chain reaction of the combustion process. But that was way back in the 1920's. I'll go with Pudding's explanation below.

This is nifty: A Japanese fire extinguisher called the SAT119 can be thrown like a grenade to put out small fires, shattering to disburse both a “diluted extinguishing agent” and a mix of carbon dioxide and ammonium gas to snuff the flames before they spread. The container itself is made of fragile plastic, not glass, so its not likely to slice up the thrower. It’s not recommended for use on large fires, however.

Maybe one should tell the dedicated thrower to leave the area quickly. Even if the heat is gone, without any oxygen left in a room it could still be a never-wake-up-experience.
